Façade Improvement Program

FAÇADE IMPROVEMENT PROGRAM

Program Overview

The Façade Improvement Program helps property and business owners in Page invest in the exterior appearance of commercial buildings. The City reimburses up to 50% of eligible project costs, up to $15,000, for improvements like painting, signage, lighting, awnings, and murals.

The program supports locally owned, independently operated businesses working to revitalize their storefronts and strengthen Page’s commercial districts. National and regional chains and franchises are not eligible.

Who's Eligible

Eligible applicants include property owners and tenants of commercial buildings within the Façade Improvement Program Area. Tenants must have written owner authorization to apply.

A property owner, business owner, or affiliated entity may receive no more than one grant per fiscal year. A commercial property or business location may receive no more than one façade grant in any two-fiscal-year period, regardless of ownership changes.

As a condition of funding, property owners must execute and record a Deed of Easement with the Coconino County Recorder’s Office, requiring funded improvements to be maintained for 10 years. The City provides the easement template; the applicant is responsible for the $30 recording fee.

Already completed a project?

Qualifying improvements completed on or after January 1, 2023 may be reimbursed retroactively, subject to program requirements and City approval. Retroactive reimbursements are capped at 50% of the program’s total funding for the fiscal year.

What's Covered

All projects must comply with City of Page building, zoning, fire, and design codes. The primary focus is the building elevation facing a public street or main entrance; side and rear elevations may also qualify when publicly visible, including on corner lots.
